Both are likely to be variable in modern systems.

The memory technology varies widely as well.

Various DRAM types support 'burst' read modes (sequential memory locations), which can be very quick indeed.
Flash memory in particular can be read quite quickly, but write times are a LOT slower.
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
