i understand in unix in order to get the cpu run queue length you use the kstat function call. What is the equivalent for windows?

What goal are you trying to achieve on Windows?

You'll have to use performance counters.
Looks like "System - Processor Queue Length" is what you want on Windows.
You can run "perfmon.msc" to play around with it.
