I doubt it. Essentially all Tier-1 ISPs would have to completely shut off all their service to Tier-2 ISPs...and then they would have to do the same all the way down the line to Tier-3, Tier-4, etc.
If every Tier-1 ISP decided to shut down for 6 hours...I think you would hear about it a whole lot more than just by the radio...

The internet isn't that organised. There's no way something like that could be pulled off . . . servers are privately owned in many cases -- and there would be no reason to do it all at once either. It would be better to do each server at once -- that way you could keep your site up via mirrors.
I agree that it has to be an April Fool's joke.
[edit] We've all been concentrating on the first part -- the fact that it would be nigh impossible to get the whole internet to shut down. Don't forget that to make a backup of all of the data on the internet would be even more impossible -- imagine the bandwidth and storage space required! [/edit]

Also, did anyone ever read the Google Story? That was the inspiration for the two creators, to download the internet for their doctorate (or degree? I can't remember). You don't need to shut it down to archive it. Just think of Google's cache!
