Even though I am the most un-artistic guy I know I use Fireworks and recently Flash.....
I hired an outside contractor to first paint a prototype avatar (it was spelling wrong), sculpt one out of clay, and make a collage.
Then, I broke down and used Paint.

I (ahem) created my original spinning avatar using Fireworks 4.
The flag one I use now I ripped from a gif site. Some day, in a
fit of creative energy I will post another of my imaginative
visions for all to gaze upon with awe and inspiration.

Using all the artistic talent I could muster, I used google image
search, clicked the right mousebutton and selected "Save As..."

Yeah, it was paintbrush in 3.1 if you go to c:\windows there's still a program called paintbrush which is exactly like paint...an exact clone...
i cheated as didnt have enough time to create one so i used an example from photoshop6 (whoops copyright). All the normal stuff i make up are 60MB and i dont think they would let me have an avatar that size.
