Why are relocations used at all these days when it has so much to do with segments? Just using one 32 bit value 4GB can be accessed...
The reloc info can't be absolute (of course) anyway, so I don't see how anything inside the file could help windows get the right offsets, it depends on where the file could be loaded.
Try considering what other operating systems and processors use before extrapolating the universe from "windows" and "intel-x86".
