    Question tar files in windows

i'm not sure if this would be the right place to ask this sort of question but i'm not really sure where to take it, anyways... i was wondering how i could decompress a tar file in windows in order to make it fully functional rather than ending up with a bunch of separate zip directories such as the ones attained by using programs along the lines of stuffit expander and winrar. Any help is greatly appreciated and thanks in advance to anyone who answers this.
