i am currently writing in the dev-c++ ide, bloodshed, and i need to make a custom icon for the programs that i write, and it seems that dev-c++ doesnt have an icon editor. so, does anybody know of any free downloads of an icon editor so i can use to make custom icons?

Check out lcc-win32. It's a c compiler but it has a lot of stuff like that. Just copy whatever you need over to dev after you've done it.

Microangelo is the best I've seen. Awesome features and very professional editor. It can also do animated and transparent icons as well as cursors.
