    The HDC itself is dimensionless. It merely provides an interface between you and the device driver. The actual physical surface is a bitmap. So create one of that size and select it into the device context. But remember that screen contexts cannot select a bitmap ( their bitmap is the one you're looking at right now ).
    Code:
    #include <cmath>
    #include <complex>
    bool euler_flip(bool value)
    {
        return std::pow
        (
            std::complex<float>(std::exp(1.0)),
            std::complex<float>(0, 1)
            * std::complex<float>(std::atan(1.0)
            *(1 << (value + 2)))
        ).real() < 0;
    }
