I'm hearing people talking about GDI+ and its additional features and all but what is it?Where can I learn to use it and what are the advantages of it over regular GDI?

If you have winxp you should have the dll, if not

I've only had a superficail skim but it seems to promise at lot more capability for different image formats, improved region performance, fully double buffered windows (no more flicker).
