I don't believe you can. You can try opening two instances of Dev-C++, that'd be your best bet.

Im not sure what you mean- by default, it will use a tab system when you open a file when one is already open. If it dosent, it is probably adjustable in the options.
I dont believe Dev supports multiple open projects, but if you use teh Code::Blocks IDE then it supports multiple projects Code::Blocks IDE
That's my fear; too bad for a Dev C++ fan.... thanks
