my css style sheet in my header has links to be underlined. well theres certain links inside a table that i dont wantto be underline (but i want everything else to be)

Add the non underlined link format to the css and use that where you don't want the link underlined.

i have a weird situation that no site on google or anywhere else seems to know how to or want to handle. im creating styles for links which are pseudo classes (a:link a:hover a:active etc) so i dont get how im supposed to assign "class" values to these kinda of things.
