This board focuses on programming topics, but mIRC scripting is something entirely different. I suggest you search for a mIRC scripting forum instead.

mIRC scripting is not done in C or C++, it's done in mIRC's internal scripting language.
I doubt there are many people here who are experts at that, which is why you got advised to find a board dedicated to your question. Noone is telling you you're not allowed to post here, just warning you that you are unlikely to find the answers you're looking for.
