Sounds like something is terribly wrong with her web browser. Have her try downloading Firefox!

Does it open the IE window at all? Or she clicks and the window doesn't even open?

well this has nothing to do with her internet .... try reinstalling IE if she insists on using it .... or make her switch to firefox like kleid siad

Sounds to me like IE corrupted itself. You might want to try to uninstall it and reinstall. Is that an option for you?

Additionally getting MSN explorer of even Kleid-0's suggestion of Firefox isn't that bad of an idea.

It might help a little erasing all the cookies and spyware, sometimes those things tend t slow down yuor conectoin to something terribly low, (however at leaste IE should open) but this might help a little when IE is reinstalled
