erasing everything except windows

is there a way to erase everything on the computer and just leaving the OS. without having to reinstall windows again.

No. You could simply delete everything but Windows, but what would be the point?? If you're trying to clean up the system or remove something, do yourself a favor and start from scratch. What you're trying to do is inefficient.
