And then sometimes it gets past that and just bluescreens.

i wouldn't have thought the psu would be to blame unless you have noticed outages of power - maybe the monitor or a disk powering down then coming back up again.
First check the CD-ROm is clean and free of scratches, clean your cd-rom drive (maybe a dirty read laser).
(Nothing insinuated by next remark) if it's not an original cd - ie downloaded or copied ISO, check the md5 to make sure it's a good backup.
Possibly a bad hard disk, its writing to.
Does it always stall in the same place, what error messages, blue screen error messages are generated?

the bluescreen is a Stop error.
Diagnostic tests say HD is fine.
I'm buying a new mobo/cpu/ram today and I just hope it wasn't simply a bad psu.

Ok, HD is making a loud clicking sound when BIOS tries to recognize it...not good.
Swapped HD and found an Old psu...

You could have had a bad psu which fried your hdd. Other than that, if you ever are unsure about a psu, go into the bios and under the monitoring section watch the voltages, if they're low or fluctuate a lot then the psu is bad and could cause processor faults.
