lost the menu

in windows 98, i am not presently able to see the menu at the top. i.e the file,edit etc menu's that u see when u open my computer. could someone tell me how to get it back? i think it is somehow related to IE. so if it can be brought back in IE it can be brought back everywhere.

if it is visible how do u hide it now? ctrl-F11 doesnt work for this case too.
