If I format a floppy disk using ext2 filesystem, can windows users use that floppy? What if I format it with msdos...can linux users use that floppy disk?

They can reformat it - that's about all

    Yes
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.

So, formatting with msdos means...linux AND windows users can use the floppy with no problem?

Because that's the file system of choice when you don't care about interoperability with M$ at the level of a hard disk.
The ext file systems are a lot more robust than the FAT file systems invented for messy-dos
