Hotmail is webmail (HTML only), it is not POP3. I think there used to be a POP3 server you could connect to, but that no longer exists. Outlook simply has the ability to check hotmail. If you look closer at it, when it fills in the server info it does NOT give a POP3 account.
There's a number of programs out there that can convert webmail into POP3, but none are free that I know of. So, for the time being, my mail client is Internet Explorer
