There's programs that you can use to turn your computer into an answering machine. If I remember correctly, there was even a tool to do with with on Win98.
Don't forget what a modem does - it converts analog sound into digital bits. Afterall, that's what the squealing noises are, analog 'bits'. It's the program on your computer that would have to be capable of recording this.

depends on the quality of your modem. half duplex vs full duplex voice modems, brand, type (winmodem or hardware) have a lot to do with it.
I don't know how to do it in win, i know in linux you use mgetty and vgetty.
