Is there a difference? Cuz often on my machine -- Win10, i7, 8000mg-ram, 600mb-vga -- , when I get stuck, the time between Restarting, Time after it shuts down then restart, and first Shutting Down and Starting is way different. When I've bogged down and restart, the next boot time is laggy, and the machine is also laggy after boot up. Though if I shut down first at wait a sec before starting, it seems to boot up 2wise the speed, and no after lag.
