Video Editing App. Motion detection.

Hi!

Could anyone please suggest good Desktop App(s) to,

* Import a video file.
* Detect motions in the video.
* Then add Pan-and-Zoom effects in effect of the motion detection.

I use Shotcut, it's a nice open-source video editor. It's not as versatile as some expensive programs, but it's good enough for me.
