Using Windows Azure to develop client-server applications

I'm looking for a good strategy to enable the development of a Windows client-server large-scale application where the development team is not located in the same physical space.

My first guess was Windows Azure, but all my readings seem to have revealed this Cloud platform cannot emulate an office development environment complete with Team Foundation Server and SQL Server 2008 because it basically lacks both services. I'd like any of you folks to help me confirm or dismiss this.

In case confirmed, I'd really appreciate some suggestion on possible TFS hosts who are reliable and feature-full, particularly on matters of security to do with intellectual property.

EDIT: hmm... I'm also open to hear about any good SCM hosting service which you have experienced and that integrates well into Visual Studio
