What should be the steps to recover data from crashed linux OS

Crashed in what way? If you've got a broken disk, it may be hard. If it's just a setting or some such that prevents the OS from booting, then boot from a CD/DVD and copy the data across network or such may be a viable option.

I had something similar with my computer when it died 2 weeks ago (on March 25), except I use Windows XP Pro (though the process should be essentially identical regardless of what OS you use, even one you made). What I did was install a secondary harddrive, install Windows on it (Linux for your case), access the old hard drive, back it up, wipe out the old hard drive with the crashed OS on it, then reinstall everything, including your backups.

If os is accessible, then i can boot from cd/dvd.

In case , if it is not recoevrble...what should be done.

Can i use fsck...???? if yes, what are the steps.

I'm sure there are sites that list suitable steps to perform the recovery. You should be able to do fsck on the drive when booting from a CD/DVD.

I've never had anything on a drive that was important enough that I've gone further than "fsck". If that doesn't help, then it was a case of "format and start over".
