I am starting to write a program that checks a computers response time for certain functions. I don't know if I'm even on the right track with this code. Any suggestions?

If you can't boot into safe mode try swapping out hardware until you find the culprit.

If you can boot into safe mode, then your problem is proabably a device driver. Get updated drivers from hardware manufacturer's website, then remove/re-install from the device manager. Good luck.
