Erm... What exactly would you expect from your tutor? Theres not a lot a dedicated tutor can do for you over the net except maybe sit around on IRC pumping out lines of code for you to copy into your compiler, then point out your spelling mistakes without you even understanding whats going on.

Probably the best way to learn would be to get a good book. Go through some chapters to get to grips with the language, then if you have a problem post it. Someone will be bound to help you. Fair enough since this is a busy board some people may moan and point you to the FAQ if its a common question, but I wouldent worry about that. Best of all - ITS FREE!

Alternatively I charge $30 per hour, I'm known as the hello world specialist, and I'm very good at what I do

    > I need major help with loops for while all of them

The site has written tutorials on things like this. The loops lesson ( http://www.cprogramming.com/tutorial/print/lesson3.html ) has some manufactured examples, stuff that you wouldn't see in non-trivial work, but the writing is solid. I think it will help.

A tutor is a bit of a stretch. Don't rely on the internet to do that; professors lead a class, and the internet can correct them if they're wrong.

Wow I'm flattered, but seriously I dont think I'm in any position to teach C++. I barely know it myself, most other people here know far more than I do about it. The best advice I can give is to read some tutorials, and attempt to code things. If you have some code you are stuck with just post it and people will help
