Why would you want to create one when there are ones that are open source, provide support, and are fully functional?
If I would choose any of them, it would be MythTV. Personally, I haven't tried it, but it seems to be the main package that linux users like.
We want to combine DVR and NVR combine together, at the same time we want more IP camera
can attached work under one application.
I'd say all the bits are out there for you to bring together to do what you want.
But the sub-text of your question makes it look like you're looking for someone to do the heavy lifting.

Before this, i just guest c-language can built this kind off application..
I am not C programmer or perl programmer (LINUX) , I have that project and we need to pay someone to built the application for us.
Are you building a SYSTEM consisting of both hardware and software, or just combining software to put on a CD to distribute (sell or give away) to others?
In either case, I'd say you probably need to have a better idea of what exactly you want, and how you go about getting there, than can be described in a post on this forum.
You are asking for a consultant with experience in developing DVR/NVR solutions on top of Linux. This work can be done, but to make this sort of thing to work, you need someone who isn't just capable of bashing out a few hundred or thousands of lines of C/C++ code, but also understand how these technologies are architected and made into a working system. The number of people with this qualification is probably fairly limited, and most of those already work for an established company in the DVR/NVR industry.

We have our own IP Camera, at first stage the NVR software should work with our camera then we move the next stage to diffrent brand.
