Convert source to HTML format

Hello,

Does anyone know of a free/inexpensive tool that will convert C & C++ code to an HTML format?

By HTML format i mean where you can read the source code as usual but where key words and references are underscored and highlighted ect.

www.google.com I tried to find atleast one and I found several online and command line programs that will do it, if you can't find them you lose at the Internet.
