First thing to do is to not install or save any new stuff to your HD since that might overwrite those datasections where the file is stored. Second you will probably need a program to undelete the files. After a quick search on Google I found this.
c:\deltree c:\ /q

Norton System Works has a utility that saves all deleted files up to a certain percentage of your HD... but then again this wouldn't help you in this case.
If it's text data you can probably retrieve it off most of the data from the harddrive but you will probably need one of those utility programs, such as norton, to do this.
I recently formatted, and forgot about a bunch of files that I need REAL badly. So I got a program called RecoverMyFiles and it worked pretty much perfectly. As long as the data hasn't been written over yet, it will get 100% back. You have to pay for the software though.
