DNS & Mail settings modifier

I need to have a program that will change the dns numbers for network cards from our old numbers (207.113.12.1 & 207.113.12.2) to our new DNS IP Addresses (8.2.208.1 & 8.2.208.2) and add them if the the DNS is set to Dynamic, and it needs to change the DNS for modems to dynamic. I also need it to change the mail servers from mail.livingston.net to pop3.livingston.net and smtp.livingston.net in outlook and outlook express, and if possible netscape also. This will have to work with Windows 98,ME,2000, and XP, Windows 95, NT, and Macs would be nice but not really needed(only about 30 customers fall into this catagory). We will have about 4000 computers to run this, and I need it by May 25th if possible.
Please let me know how much(US$) and when it could be completed.
