I develop an application and I need a mouse driver for universal
and intelligent scrolling behaviour with wheel.
Something like the Microsoft IntelliMouse has.
Is something like that anywhere availabel?

You shouldn't need a driver to develop this - that's OS dependent. You should just handle the appropriate messages, unless I missed something

Yeah... With a Windows application, the driver and operating system will send all the mouse-move, click and scroll messages to your program automatically, if you ask for them or not! All your program has to do is capture and process the messages that you want to use.
