Make and configure files

Hi everyone! What can I use to correctly use make files and configure files on Windows? I always need libraries that are portable, but does not provide good installation methods to Windows(with good reason I might add), and some does not provide any method at all, just Linux files.

Try looking around at Cygwin, or DJGPP, or just go to the GNU main site (www.gnu.org) - they have some of what you would probably need there (remember GNU stuff doesn't only run on *nix - they have even DOS/Winblows versions of most of their stuff)
