They've already built systems which worked in decimal. Although the ones i've heard of were pre-semiconductor/transistor era and worked mechanically. There's no practical reason to switch away from using binary, we can just keep adding levels of abstraction to achieve desired goals.
I read a quote somewhere which said "Most problems in computer science can be solved with another level of abstraction" or something similar.
