I have a eclipse IDE version -2019-12 (4.14.0) installed for my Windows 10 64 bit operating system which works well for Python and Java and I also want to configure it for C , C++ and PHP any ideas/suggestions would much be appreciated.

Being a C/C++ expert has no correlation with knowing everything about IDEs. You should probably read the documentation from the Eclipse website for the C/C++ IDE. I installed it and was able to run a program in no time without doing any setup (except having to check my version of Java VM).
