If it's available with your install, you could try something like:
Insert -> Object...
Microsoft Equation 3.0
As far as I know Excel doesn't support formatted equations directly in cells. The best you can do is create an embedded equation object which will follow whatever cell it's hovering over should you want to move it around or copy/paste it. It can't be used in formulas, however.
This is the best I could find on various ways to insert a fraction into Excel, however, none of the choices leave you with anything functional where the operands can be functions or references or the result can be used as a reference.
Both replies do not work on Excel 2003. What you are saying can not be found in Excel 2003 (at least not from me).
It's an additional install, I suppose where ever you're using Excel, it doesn't support it. In saying that, I guess it's not a great method as it wouldn't be a portable spreadsheet. However, just to be certain you don't support it, below is another microsoft document that claims to apply to Excel 2003 using Microsoft Equation 3.0

It also explains how to install Microsoft Equation 3.0 if you have installation rights on the computer you're using.
Again, I fully recognize that this isn't necessarily useful... it's just that short of this, I'm pretty certain there is no native support for fractions in Excel 2003.
I see, thanks, but no. I will suggest my father do this at work (there he has excel 2007).
Ok I will confess, I tried to change the program, but I did some settings wrong, so when the "installation" was at 90% (pretty much), I cancelled it, but it just died and did not move. So, I had to restart the laptop. Then, everything of the office, but the excel was uninstalled :P (I am not going to install again, until I will need Word ;p )
