I tend to think in terms of the right hand side version since "development kit" sounds like it can include some special editor/emulator/IDE, whereas I see a software framework as code only.
I don't think either is correct.
SDK is a collection of necessary components to develop for a certain target or platform. It can include frameworks, IDEs, emulators, etc.
A framework is usually some piece of code meant to ease development for a certain target or platform. It can be built upon an SDK.
So I tend to see these as separate worlds. They do sometimes build upon components from each other, but they are strictly separate.
