can't find latest MinGW installer

I'm trying to setup my XP machine for programing in C++. If I download the Automated MinGW installer, it only installs version 4.5 so how can I get the latest version?

Thanks but this only install version 4.5.1 I thought we're up to version 5.1.6 or something?
