Perhaps Leo Kottke for his 12-string slide work.
Billy McLaughlin is excellent as well. Pure finger strength. Only uses hammer ons and pull offs in most of his songs. Plays the basslines with his right hand and melody with the left.
Mark Knopfler's still my favorite to listen to.
can't stand mark knopfler clinical approach to the guitar, though i must say that he plays some hard riffs, but there's no feeling in it
Have you listened to his latest two albums? Golden Heart and Sailing to Philadelphia, I think they've got tons of feeling. Songs like Local Hero(on greatest hits), Golden Heart, Are We In Trouble Now, Sands of Nevada, or The Last Laugh.
For feeling, I'd have to go with one of James Taylor's songs or perhaps SRV's version of Little Wing.

Jimmy Page - do I really need to comment? The man is brilliant.
Jimmi Hendrix - possibly the greatest guitarist of all time.
Stevie Ray Vaughan - listen to "Love Struck Baby". It's blues, rock, jazz, pop all in 2 minutes. He is like a white Hendrix.
Dave Gilmour - he's a bit heavy handed, but you can really feel the emotion he puts into his playing (see "Marooned").
No question, Hendrix hands down

Love Freebird, 38 Special, That Smell, etc. Love them as much as I love Hendrix, Allmans, and others
