Yuppers, found that one not long after I posted this, worked great, thanks again codeplug. The interface I used was IAMCameraControl, which is a directshow method t control PTZ cameras through software. Really easy to use since most likely you already have teh capture filter to get the video, you just query this interface from the base filter and pow, you have ptz control on your panty-cam :D
