I just got xplornet, I have the $79.99 package...1mbps download speed...I'm using utorrent...My router is a linksys wrt300n...but I'm not connecting to all the seeds and peers...my downloads are pretty slow sometimes only 1kbps...I called xplornet and can't get a static ip from them from where I am located, I signed up for a static ip with no-ip.com, but I really don't know what to do with it...can anybody help me in setting up a static ip, so utorrent can be used at full throttle.

You really do not need a static IP to use utorrent.
Nevertheless, I still suggest you take up the issue at the utorrent official forums.

I did some more research, and Xplornet doesn't block the ports, but they do openly admit to restricting P2P activity. I can also confirm that this restriction is lifted sometime after midnight.
I also read somewhere that having a static public IP address helps, but Xplornet doesn't offer static public IPs over the statellite Ka-band service.
I did find a service called No-IP which sets a URL to a dynamic address, basically creating a static address. Would this work?

I fail to see how that would work since they block traffic from YOUR computer or TO your computer.
Try enabling encryption. It was made to prevent nasty ISPs that throttle P2P.
Or consider getting yourself another ISP. It would be the best option, although perhaps not the most feasible.
