If animated avatars should be allowed again, there should be at least these 2 rules, of which keep the distraction down:
1. They must have little difference between each frame.
2. The greater the difference between frames, the greater the frame delay should be.
My Ferris Wheel and Clouds animation (made in April of 2004) is borderline for these rules. Although the frame delay is the fastest most browsers support, the difference between frames is fairly small. This is borderline for what I'm thinking.
That jumping rabbit and the dancing milk thing are beyond the limits. The one with the blinking heart is well within the limits and would be completely acceptable. The light-emitting man with the yellow hair (which seems to resemble Super Sonic) is borderline like my ferris wheel one. The swords flying all around is somewhat beyond the suggested limits.
The larger the avatar, the more "severe" the rules get since a 100x100 avatar could be much more distracting than a 48x48 one, even the same image scaled to a different size. When scaled down, the effects are less noticeable which could make it within the limits of the rules when the normal size is not.
I say allow them all. You're going to have a hard time getting Sly to get rid of his milk. I don't think that one is anywhere near the limits though. Heh. You should start a campaign to stop Salem's one off too! If your browser can't handle 10 (or so), little gif's ... get a new browser. I like the way your one is borderline .... and not beyond.
I was only suggesting some rules since animated GIFs can be distracting making it hard to concentrate on reading messages. However, I definitely wouldn't want to use any of my latest animated GIFs. The reason isn't the rules I suggested, it's sheer size. Some of the animated GIFs I make are bigger in file size than many downloaded programs, one is bigger even than GIMP's GTK! At 4.1 MB in file size, this is my biggest, most complex animated GIF. This one is a close second at 2.8 MB.
First the text color, then the message reporting, offtopic actions and now the avatars? No one really cares about the rules you want to establish.
