    mysterious Internet Explorer TCP connections to Microsoft webserver?

    I just noticed this. why on earth would the browser be doing such a thing? also, if you *manually* connect to the site it returns HTTP 403 "forbidden", which is rather odd since that massage is typically displayed when a *subdirectory* resource is requested! I've searched google but it came up with nothing. any ideas? the ip address is 207.46.16.243.

    Maybe use wireshark to show you all the transactions to/from that address?

    Could this possibly be the phishing filter? It retrieves an updated list of known phishing sites regularly.

    that was an excellent lead - it was in fact enabled. however...after disabling the service and rebooting, the connections continue. so perhaps Salem was right after all.
