Noobee searches for Forum Guidelines but runs into roadblocks!

On 19OCT I got a Welcome to CBoard email from Alex, and in that mail he listed a link to CBoard's Forum Guidelines and suggested I study them before posting. However, clicking that link ended with "Page not found" every time I tried it.
I then began searching for those Guidelines around CBoard. Nothing was found, until one day I navigated along this path: Home=>TechBoard. And there I notice--5 lines--above the TechBoard heading I spot: "Announcement: Forum Rules: FAQ", for which the final three txt-elements and the colon are indicated to be a link. I click it.
My view then becomes a Forum Rules FAQ post by Admin kermi3, in which he provides four questions with answers. kermi3 then closes his post with an info-statement reading, in part: "See below for more detailed forum guidelines and our ... ." I then halt reading to "look below", but see nothing to pursue, because I am attracted to the "guidelines" link! So I click it; and, am presented the following vBulletin Msg:

    vBulletin Message

notacoder, you do not have permission to access this page. This could be due to one of several reasons:

    1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
    2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

Not a friendly set of Guidelines, at all. So I bailed out.
But I still wish to read the Forum Guidelines, so if any moderator / administrator / of if the webmaster himself will guide me to them, I will appreciate the service.
    Until then,I remain;
    noobee notacoder

If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.

Thank you Salem, but I reported having visited that page (just ahead of the big QUOTE-box).
FYI, days ago I sent email to Alex Allain, via his webmaster addy, but there has been no reply. Is he still active on this website--which he created?

Yeah he's around from time to time, though it may be a few days before getting a response.

And, again, Salem I thank you for commenting. But I wonder--from your location, you must have a hellava fast network speed when posting! |:-)

Yea the the links (other than the privacy link) seem to have permission problems, perhaps they are so old that they are no longer available for a "normal user".

Thanks for writing JB! Its easy to see what you propose is truth. And it is easy for me to imagine that Alex has CBoard well automated, so when a noobee registers at CBoard an automaton quickly sends a canned welcome-to-the-board email to the noobee. Alex knows nothing about it unless he wishes to know. Alex then has spare time to earn some gold.
This noobee will continue to reply to y'all, so my post-count increases. "10 posts" is my present goal.
    Take care JB.
