There might be a Lisp module that can do it.
If you're asking how to read minds because you want to have fun with some folks, I recommend getting into magic; learn to play card tricks or other parlor tricks. You can learn how to force the audience to make things go your way and pretend to be a psychic. Youtube can teach you some things in that area. That's about as far as we've come. The exact nature of consciousness is still a mostly unanswered question in psychology and neuroscience. You can't learn to control what you don't understand.
