I am not aware of anywhere in the US where property taxes are nonexistent. But in fact low taxes and corruption explain some of the problems with our ........ty public schools. Granted, that is a pretty flaky statement about quality and would probably crumble under light scrutiny.

3D scanners do exist, but they are still fairly behind compared to 3D printers (resolution, price, size etc).
If you have a caliper, most small parts are easy to CAD, though.
There are places. Granted, you won't be living next a metropolis, but then you get what you pay for . Indian reservations are at the top of the list, but I'm not an indian, so I'll keep looking.
Honestly, I don't mind the loonies... so long as they stay on their own land and don't bother me.
