Yes, same problem for me as well.

I've just figured out the problem--it was a plugin that could defer JavaScript load, but in doing so, it broke the attachments page for some reason. I disabled this part of the plugin and it looks to be working again.
This is going to sound odd but my edit control appears to be working correctly now after your attachments fix. No more duplicate sentences and no more cursor problems.

Killing two bugs with one fix sounds like a wet dream to me.

That's great--if surprising--newsI did try disabling this setting in the past to see if it impacted the edit control behavior, but there must have been some residual caching that kept it from fixing the problem in my test.
