Satellites require a land gateway. So that's where you would stop the connection. But I think it's perfectly conceivable the idea that some areas wouldn't be affected by it. What if some company is the owner of its own satellite? As long as it doesn't act as a service provider I don't think the president would have the powers to shut them down... or the need, in case of an attack. That company is essentially an island and its connection cannot affect national security.

the nsa has offered to sniff the companies traffic for "intrusion detection" and notify them that they have an intrusion. meow this is another bad idea. to let them sniff all a companies traffic specifically setup on each company. there is already "intrusion detection" ware out there that is free. something that they can do themselfs.
they already sniff all telephone traffic anyway.
shutting off all boarder traffic is much different than shutting down the entire internet. isolation vs off. us technocats would not allow the internet to be shut off. i suspect if the government tried to shut off the internet it would go back to what it was meant to be in the first place. "a free exchange of ideas and information and public domain software" and go under ground run by us technocats with our spam radios and packette stations.... phonefree dumping the commercial side of the internet at first untill it was up and running. when the internet went commercial it brought along the security issues with it.
skynet was one mainframe with a lot of very advance robots and neural processors. the internet however is all types of computer networks and systems. a lot harder to shut down.Isn't the internet as easy to shutdown as Skynet?
satellites can be shot from orbit by jets equipped with suborbit missiles. but that is permanent.
it would have to be some kind of agreement between countries that when the order is given they all would shut down their own internet networks. or some malware backdoor that had infected all os installed by the manufacture of that os and or hardware. ie sp1 sp2 sp3.
in the movies and seriesessessessiz they only showed one mainframe that they tried to take out and destroy. there are several other mistakes too.n the Terminator storyline, Skynet was originally installed into the U.S. military mainframe to control the national arsenal. Shortly afterward it gained sentience and the panicking operators, realizing the extent of its abilities, attempted to shut it down. Skynet perceived the attempt to deactivate it as an attack and came to the conclusion that all of humanity would attempt to destroy it. To defend itself, it came to one conclusion: Humanity must be terminated.
