Ok, I guess I answered my own question. I found the following quote:

So I guess that means the files are stored on their servers, and so the link doesn't try to download from my computer.

Sigh. Yes, that's right. You don't fully seem to understand what Dropbox is or works.
It is an application that synchronized your files inside your dropbox to a server.
If you install it on other computers, it will synchronize that (ie download what you don't have, and upload changed files).
In the same way, you can share stuff in your dropbox with others. Either publically (everyone) or privately (selected users).
