There is a seperare thread on this topic. Its the policy of this form which doesn't allow to upload the animated avatar. Its been turned off by the administrators for quite a few years now i think.

EDIT: And I searched for a similiar topic, but couldn't find one. I searched for the keywords "animated profile pic".

Well, I would ask why it doesn't say that's the reason when I try to upload, and it fails.
But anyway, ok, yeah that's probably it.
I was trying to upload a pic that's 13.8 KB (so less than than the size you mentioned) and 79 x 80 pixels (unfortunately greater than the width and height you mentioned).
Ohh cool its been a while I've been here now. Many things have changed since I got disappeared.

On the page that you click the button to bring up the upload window from, it says the following:
My pic is way below the limits then...Note: The maximum size of your custom image is 100 by 100 pixels or 97.7 KB (whichever is smaller).
