Maybe - I had a network timeout earlier today, and I've not seen one of those connecting to cboard in a long while.
It was back straight away with a refresh though.

Several times in the past few days I've submitted posts only to get a timeout. I don't hit refresh on those b/c that is usually when a duplicate post occurs (not sure why).
