First you must get the sdk if you don't have it already from msdn.
Cheak out www.sunlightd.com for a dx tutorial.
BTW what compiler do you use? Since if you use borland or dev you need to get the proper lib files.

nexe.gamedev.net : Some samples, not bad, but not that good.
Also, keep an eye on www.gamedev.net DirectX forum. You'll mostly find people to answer your questions there.
